New action strategy for Brazilian South-South cooperation. Marco Farani (ABC)
With effect from 2008, ABC has sought to implant a new action strategy for Brazilian South-South cooperation. In this way, preference is given whenever prevailing conditions so permit, to “enduring” projects instead of the automatic reproduction of traditional one-off projects.
Enduring projects offer a variety of advantages for Brazilian cooperation and, above all, for the beneficiary countries. There is an increase in the social and economic impact on the cooperation target-audience; the guarantee of the greater sustainability of the results of Brazilian cooperation is achieved; the mobilization of Brazilian institutions to implement the various components of the projects is facilitated; in addition to creating opportunities for the mobilization of triangular partnerships with other international stakeholders.
A practical example of this new approach is the project to “Support the Structuring of the Ghana Republic’s National Care Programme for People with Sickle Cell Disease”. The foremost objective of this project is to collaborate with the structuring of the national system of integral care for people with sickle cell disease in this country.
The Ministry of Health’s National Blood and Blood Products Department will play a key role in implementing the project, working in partnership with the Diagnosis Support Research and Action Centre (Núcleo de Ações e Pesquisa em Apoio Diagnóstico – NUPAD), of the Federal University of Minas Gerais, and also in partnership with the HEMOMINAS Foundation. The strategy underlying this project is the creation of reference centres on the African continent to support the structuring of Sickle Cell Disease Programmes in several countries.
